Some restriction codes reflect a serious assessment about a person. The V-84 code reflects something much smaller: a person entered Türkiye on the basis that they would apply for a residence permit within a defined period, and did not. It is among the most common codes and among the most tractable, and the traveller who carries one usually has no idea it exists. This article explains how it arises and how it is resolved.

What the code signifies

In administrative practice, the V-84 code is applied to foreign nationals who entered Türkiye subject to the condition of obtaining a residence permit within ten days and who did not make the application. A time-limited entry restriction follows.

As with every code, classification and consequences are administrative rather than set out in a published statutory schedule, and the position in an individual case must be established by enquiry rather than assumed from an article.

How people acquire it without noticing

The pattern is consistent and entirely innocent:

  • a person enters on a visa or arrangement contemplating a residence application;
  • they intend to apply, and then encounter an obstacle — the appointment system offers no date, a document is missing, insurance turns out to be inadequate;
  • the period passes;
  • they either apply late, or leave, or remain while sorting it out;
  • at departure, the code is recorded and, commonly, a fine is assessed.

Nobody explains at the counter that a code has been entered. The traveller pays the fine, leaves, and learns of the restriction months or years later when a visa or permit application is refused.

Resolving it

Codes in this category are among the more resolvable, and the routes run in order of ease:

Pay any outstanding fine. Where the code is linked to an unpaid administrative fine, settling it may resolve the position administratively. This is the first step and it is frequently the whole answer.

Wait out a time-limited restriction. Where a defined period applies and there is no urgency, waiting is rational — but verify the expiry with the authorities before booking travel rather than assuming a date.

Challenge it. Where the factual basis is wrong — the application was made within the period, the person had left before it expired, the delay was caused by documented illness or by the unavailability of appointments — an annulment action before the administrative court is the remedy, within the applicable time limit.

Apply for a visa with an annotation. Where entry is needed for a genuine, documented purpose during the restriction — medical treatment, study, work with a permit, family unity, court proceedings — a consulate may issue a visa permitting entry notwithstanding the restriction.

The evidence that wins a challenge

Where the code rests on a factual error, documentation decides it:

  • the residence permit application record, with its date;
  • appointment system records showing attempts to book, and the dates offered;
  • entry and exit stamps establishing when the person was in the country;
  • medical records covering the period, dated at the time;
  • correspondence with the authorities;
  • the fine notice and proof of payment.

The appointment records are worth a specific note. Where the system offered no date within the ten days, that is a substantive answer rather than an excuse — and it is evidenced by screenshots and confirmations taken at the time, which is why they should be kept as a matter of habit.
